Central Heating pumps are designed to run full of clean water. If air or sludge gets into the water, this can damage the pump. It is therefore very important to keep the system full of water and reducing corrosion.
Never run the pump unless it tis full of water. Usually pumps are out of use in summer especially if if is a combined gravity and pump driven system. You should be running it for a minute once a month to keep its impeller free.
